I know that the H22 could be swapped into the 4th and 5th generation accords. I think the H23 could be swapped into the 6th gen (98-02) accords. Search the web for h23 swap guide to gather as much information as possible.

yes it will fit. Good man getting a h23 vtec! my all time fav. honda engine.
Also it might be cheaper on you to find a h23 block and just swap a h22 head on it. Make sure to use a h22 trans or you will be disappointed with yourself...f22 trans suck on h series engine since the gear are stupid long.

I'd probably just get a chipped ECU, as the H23A is a OBD2 engine. So more than likely any stock ECU that will run it will have a immobilizer in it so it won't work in your car. Check out phearable.net he will custom tune you one to work, and probably for cheaper than buying a stock one. I have ordered 2 ECUs from him, hes a good guy and does good work.
You will need an OBD2-1 conversion harness, but they are only like $50.
Then just follow the instructions of any H22 swap. The only other issue you should have is on your harness the crank position sensor is on the distributor, but on the engine its on the crank its self, so you'll have to rewire accordingly.
