Does not sound like the vss. sounds more like your ignition coil is making your rpm's go all over the place. research tachometer and your car on google and you will get plenty of info on it.

On a 1991 Accord, the tach signal comes from the ignitor, not from the coil.

If you havent fiddled with the AC then its some other problem, ignition related problem, but you seem to have covered most of the ignition system. You should check the plugs to see if theyre fouled.

When my AC is on my car feels like 2x slower, so the sluggishness you described seems like it would be from the AC, which sucks 10hp + from the crank, I keep my windows rolled down unless Im on the highway now. You said you turned off the AC and it still idled roughly though right?
I haven't changed anything with the AC, so that isn't it. Turning the AC off when it is running rough/ trying to stall doesn't help any. I haven't checked to see if the plugs are fouled, but wouldn't it be a constant problem and not a sporadic issue?

Try to remember what kind of spark plugs you bought. NGK is bets, ND is good, but people have had trouble with others, especially Bosch.
I didn't replace the spark plugs, but I did install new wires. I don't remember the brand but they are less than 5 months old so I assume they are still good.

My girlfriend's father is a master mechanic (he was out of town at the time) and said he will try and come over this weekend to have a look at it. He said he thinks it is a vacuum line or something like that.

I guess I will wait and see unless anyone knows something off hand to try for now.

There should be a drawing of the vacuum hose routing on the underside of the hood, so DO check that out. Cracked hoses leaking? Old hose collapsed under the vacuum?
