Default Intermittent No start issue

I have a 95 accord LX. When it's hot outside or when it has/is raining, it takes awhile for the car to start. When this happens, I will turn the car on the CEL will stay on. The fuel pump doesn't turn on. The car will crank, but not fire. After a few minutes of waiting or cycling the key on/off. I will hear the EGR valve lift, my fuel pump will turn on and the CEL will turn off and the car starts find and runs fine. I have replaced the main relay. I have checked the ground on the manifold, the fuel pumo ground, the driver side engine mount ground and the battery ground. I have aslo inspected the ECU and TCU for burnt spots and leaky capacitors. I'm looking for anyone that has any idea what the issue is. Thanks.

The CEL and the fuel pump prime are controlled by the ECU. I'd suspect an ECU problem, since you replaced the main relay.
