Default Issues with cylinder head in Accord 1998 model

Hello everyone in the forum. Is being long I have been on this forum. My car was on the highway when it suddenly stops I was told to change cylinder head only that some components has been damaged, I have to change the camshaft too. On opening cylinder head we discover that the part(shining part second portion from the right hand side with picture displayed) on which the camshaft is resting on is wearing away due to lack of poor engine oil circulation. Initially I changed the camshaft but it got damaged again. But I was told to change the cylinder head completely. What might have caused this poor oil circulation not to get these part of this cylinder head to cause this wearing of this part?. I'm sending picture of the open cylinder head to illustrate my explanation. Hoping to hear from you soon.
