The small wire to the starter should get 12V when you try to start the car. What year, etc. of accord do you own?

You may need to charge the battery, or jump start the battery.

To turn on the starter without using the key, you need to supply 12V to the post where the smaller blk/wht wire bolts the starter. You can use a jumper cable from the + battery post to the that post.

If the starter contacts are worn out, the jumping method may not work. You can have someone hold the key in the start position inside the car and hit the starter housing with light/medium force with the handle of a screwdriver near the electrical connections. It is the caveman test for the starter.

If that is the same click that you heard when you tried to start the car, then the starter contacts inside are worn out. Replacing the two copper contacts and the plunger inside the starter is a pretty simple DIY.

What color wire? Are there two wires connected to the starter?

So you had a new alarm installed?

Might as well take the battery and have it tested at the same time as the starter.
