Which under-hood fuse number keeps blowing? The under-hood fuse box cover should show the fuse numbers.
If the fuse that keeps blowing is related to the "small lights", then there is a short in the circuit. A short is an accidental connection of a wire to ground or to another wire or the short can be a component contacts are shorted.

That fuse feeds power (+) to the dash lights, taillights, and other small lights when the combination switch (headlight/parking light) is turned on.
The following is a quick test to narrow down a little bit the area where a short may be occurring.
1. At the under-dash interior fuse box, locate the 18P gray electrical connector (Connector C751). Unplugged this connector. (You may have to remove the plastic kick panel cover to access the connector.)
2. Replace the blown under-hood Fuse No. 23 (15A). Turn on the headlights or parking lights. Does the fuse still blow? -- You may need to pick up some extra 15A fuses.
If it doesn't blow, we can rule out the wiring going to the taillights. The short may be then be located somewhere along the circuit for the dimmer control, illumination for the cigarette lighter illumination, sunroof (if equipped), cruise control, heater control panel, hazard switch, glove box, etc.
