Help us out with some punctuation. Your fist post is one run-on sentence and it is hard to read.
I have a few questions. Did you replace the whole engine, or did you reuse the original cylinder head and replaced the engine block? Was the block from a 96/97 accord?
Is your check engine light turning on when the engine is running, and have you checked for codes.
How did you fix the surge problem?

I replaced the block and used everything from the original.the new block came from another 96 lx but it was an automatic everything else was exactly the same.
the check engine light has always been on since I
bought it and always ran fine.
The surge was the map sensor.the plug was not connected completely.pushed on all the way and the surge stopped

also the haynes manual does not have torque specs for the rocker arm assembly. I think that I might not have it tight enough.I torqued it at 25 lbs I'm not sure what they are suppose to be torqued at

hondatech.info: Honda service manuals
Open that link and get the 94 accord shop manual. It is a pdf and free. The 94 is almost identical to your 96. There are some slight differences.
The rocker assembly is 16 ft-lb for the 12mm bolt and 8.7 ft-lb for the 10mm bolt.
Here is video on how to remove and install the rocker assembly.

before you remove anything, valve chatter is not rod knock. Get shim gauge from autozone and check tolerances on your rockers. If to spec, get a screw driver on the block while car is running and put your ear to it. you will be able to hear the sound clearly if its rod knock.
