I have a 99 accord n the dash lights,tail lights,visor lights are all out n all fuses n relays seem too be fine

 

I think those are all on a series-parallel circuit. I would start by finding a schematic of your dash lights and finding out where your ground connects to the body and check to see if its connected tightly and clean. If it is then your next best bet is to replace all fuses for that system. If you have no luck then time to start following wires and see if you have any shorts.

 

Are you 100% sure the #10 fuse (10amp sedan, 15amp coupe) in the right pass side under dash fuse panel is good???

"seem to be fine".....pull it or test it with a volt meter, please.

EDIT: as Tyler said.....this is the "common" link to your power issues unless something else it wrong.
