Default Problem with E Brake

So I recently just got a 88 honda accord lx. Great car but there's a lot of little things wrong with it. One that's bugging me the most is that my e brake will not engage at all. I've tried tightening it and nothing seems to have happened. I'm wondering if this is common or if I need to look into this further or even go to a mechanic.

1988 accord should have rear drums you need to pull drums and check the cables and check the brake shoe adjustment I will bet the self adjusters are froz. witch means the rear brks. are not able to contact the drums this is ware i would start
