Rear brake locking up

I just recently replaced the pads and rotors on my 97 EX. Now when I apply the parking brake the right rear caliper will stay engaged. I have to physically go to the rear of the car and pull the arm on the caliper towards the rear of the car. Once I do that the brake is fine and it does not drag until I apply the E-brake again. This all started when I was parked on an incline and I set the parking brake cause I didn't want all that load on the tranny itself. I pulled the handle up farther then I had in the past. Ever since then it locks when applied. Would this be a caliper issue, a cable sticking issue. What could the problem be? I thought about replacing the caliper, but I figured I would ask first just in case it was something easy. Thanks for the help

Sounds like a return spring issue.... look at the opposite side of the car and inspect the spring on it, make sure that the tension feels the same and that it's present on the side that is having the issue.

Unhook the cables from the calipers. Work the handbrake lever on the caliper to see whether one has more friction than the other. Then push/pull the cable on both sides. You'll have to figure out whether it's rusty/sticky/dirty in the cable or in the caliper. Either one (or both) are possible. It's also possible for one or both springs to get weak from heat.

i second Jim advice to disconnect the cables from the calipers to properly diagnose if it is a brake cable or caliper issue
