The Honda remote starter is working as designed. You have to stop the engine before you can use the remote to open the door.

Refer to this FAQ from the Handa-accessories site.

The system functions differently in the following ways:
• Unlike aftermarket versions, the Honda system shuts the engine off when you unlock the vehicle. You must restart the vehicle, which provides additional security and safety.
• The key fob is deactivated when the Remote Engine Starter is in use, which means you have to start and stop the engine with the Remote Engine Starter before you can unlock the doors.
• Starting and stopping the engine requires pressing two buttons to help avoid accidental operation.
