Running Light/ Inst. Panel Dark Fuse #32

This electrical problem has been plaquing my car now for several weeks. When I turn on my lights using the combination light switch, I blow fuse #32. The head lights work fine, as do the brake lights and the turn signals. I realize that there is a short present in the running light circuit, however I am having a very difficult time finding the location. I have disconnected nearly every wire harness, tested the switch and the dimmer, disconnected the glove box, instrument panel and dimmer relays, to only blow more fuses.
I am seeking advise to be able to correctly test the circuits using a multimeter. I am skilled mechanically, but wholly unprepared and not confident in my electrical skills. Also, perhaps someone else has had an experience similar? Thanks for your time and I look forward to your responses.
