styrofoam in grille

styrofoam in grille
I have a 2007 honda Accord sedan. 6-cyl., 4 door. If you look at the front of the car there is a 2 foot wide piece of formed styrofoam lying on the bottom by the radiator. Did this fall down from somewhere? You cant get at it unless you take the top off by the radiator.It looks like it served a purpose. Advise on what to do. Thank you.
