surging/hesitation when cold

Default surging/hesitation when cold

When I am driving my 2.4L 2004 Accord w/ 5-speed with 28K, when cold, it feels like the engine surges or hesitates on acceleration. It just does not feel smooth like when it is warm. The surge is mild. The dealer tech can't feel the problem. Any suggestions?

No I don't ride the clutch or drive it hard, at least when it is cold. The problem seems to occur between 2500 to 3500 RPM, and that is under mild acceleration.
