surging at idle

surging at idle
I have a 93 Accord Automatic with a H22A and still Automatic swap. Was running great for a couple years, now surging at idle, even at red light but not after it warms up, then just high idle requiring lots of brake.
Replaced:
little black plastic box with vacuum tubes coming out, so map sensor and whatever else is in there
Replaced:
coolant sensor next to the temp gauge sensor on main water line
Cleaned:
idle control valve (front center on intake manifold)
And it still surges the same, up to about 2500rpm and back down, let me know if pics would help or anything, don't see how to upload them with mobile version.
