Default Tail light/steering column wiring problem.

On my 1981 accord, the red and green wire that runs to the tail light, license light, and instrument light fuse was cut from the fuse. When I touch this wire to the fuse the tail lights do not work. There is a red and black wire hanging from the steering column that does turn on the lights when touched to the fuse. However, I jerry rigged the wire in between the fuse and the fuse clamp. The fuse heats up when i have it rigged like this. Is this just a loose connection or am i doing something totally wrong? Where is the red and black wire supposed to go?
