Throttle body pulley broken, how to proceed?

1996 Honda Accord LX 4cyl automatic
A cable associated with the throttle body has become detached from its pulley because the pulley has broken. The throttle cable and pulley are working and intact, it’s another cable and pulley that is located to the left of the throttle. I’m confused whether this broken pulley and detached cable are for the cruise control or for the choke, or are they one in the same? I tested the cruise control and it still works. The car is still able to be driven.

Since this cable is not attached, what problems or performance issues could this be causing?
Do I need to replace the entire throttle body to repair this problem?
Can I buy a used ’96 Accord throttle body, take the pulley part off, and replace the broken pulley?(when I look at pictures of ’96 Accord throttle bodies, it appears there are 2 screws that attach that pulley to the throttle body)
If the whole throttle body must be replaced, is this a do-it-yourself repair?
