Timing adjustment - 94 Accord EX - DONE!! Thanks to all!
I just checked the timing belt. It is for sure off a notch....maybe even two. It looks like the last person to install a new belt lined up the crankshaft pulley with the red mark instead of the white mark because when the cam pulley is at TDC the raised nipple is aligned with the red mark (or 12 degrees below TDC).
I am about to go out and try your instructions w/out removing the lower cover. The belt looks good, almost new. it still has all the grooves on the bottom side of the little T's

It's done! Thanks to all for the advice and tips on adjusting the cam timing.
It runs much smoother now. It even feels like it has more power. I won't know for sure until I go to work tomorrow. There's a hill that this one (the 94) struggles with that the 90 Honda had no issues making.

Now if t-belt is loose, then you need to adjust it, loosen the 14mm nut in the middle of the lower timing belt cover, ( t-belt adjuster nut) , turn the engine 90-180 degrees toward the front of the car use a 19mm socket long extension and a ratchet ( counter clock wise ) that will take the slack off the timing belt, tighten the adjuster nut ..

That will ONLY adjust the balancer belt on this F22 engine. There are two belts here. To adjust tension on the timing belt, there is a smaller bolt on the inside that holds the tensioner pulley locked into position. To access this bolt you must remove the lower cover.

No, that bolt you refer to isn't supposed to be left installed. It's only temporary if/when you want to mess with the balancer belt while keeping the camshaft belt installed.
You ARE NOT SUPPOSED to leave that holding bolt in place when you close the timing covers. The tensioner-holding nut (it's not M14 but it uses a 14mm wrench) will loosen both belts.
