Unknown switch on 99 accord

All rite as you may now im new to the accords
so i may have noobish questions, so here it goes
on my 99 accord on the interior, there is a switch
next to the button that turns my cruise control on
can anyone tell what that switch does, or if its an after market
product.

Your help is deeply appreciated.

Fog lights... is it blank or does it have a symbol?
