Between Battery grnd and the YELLOW wire i get 5v...NO THROTTLE
Between GRN (With Black probe) and the other probe on the RED wire i get .5v with NO THROTTLE
Between GREEN AND YELLOW I get 5v....NO THROTTLE

Between Battery grnd and the Red wire I get 4.15v @ WOT
Between Battery grnd and the YELLOW wire I get 5v at @ WOT

For the TPS:
Terminal no. 1 - Grn/Blu wire is sensor ground from ECM
Terminal no. 2 - Red/Blk wire is the TPS inputs to ECM and TCM
Terminal no. 3 - Yel/Blu wire is reference voltage from ECM (should be 5 volts)

Closed throttle (accelerator not depressed):
Terminal no. 2 - Red/Blk wire should be approx. 0.5 volts.

Wide Open Throttle (WOT):
Terminal no. 2 - Red/Blk wire should be approx. 4.5 volts.

Your TPS may be okay. I am wondering whether you have a short on the ECM sensor ground wire.

Looking at the circuit diagrams, the ECM provides sensor ground on the Grn/Blu wire to the following components:
  • Throttle Position Sensor
  • EGR valve lift sensor
  • Engine Coolant Temperature (ECT) sensor
  • Front Heated O2 sensor
  • Intake Air Temperature sensor
In addition, the Grn/Blu wire is connected to the blue Service Check Connector that you jumped to retrieve trouble codes.

Try this:
With the TPS unplugged, with the voltmeter's black lead on the Grn/Blu wire connector cavity terminal, check to see whether you get a voltage reading on when you touch the voltmeter's red lead to the Yel/Blu wire cavity terminal; with the ignition ON.

If you don't get a voltage reading doing that, you may have a short in the Grn/Blu wire.

Do the test at the TPS connector, between Grn/Blu wire connector cavity terminal and the Yel/Blu wire cavity terminal; with the ignition ON.

Do not jump the service check connector while you do this.

No, you're taking the voltage reading at the connector for the TPS. The Grn/Blu wire and the Yel/Blu wire.

Do not jump the blue SCS connector, leave it alone.
