1984 Honda Accord - Hard start when cold. Carburator appears to be flooding. Will start with new plugs and throttle plate wide open. After starts runs OK. After sitting idling engine RPMs will rev up for short period of time and then return to normal. Have been told carburator needs rebuilding. Engine equipped with vaccum amplified system. Any ideas?
