Go with an AEM SRI (it should be CARB Exempt) and DC Sports Headers (also CARB Exempt) both great products and shouldn't void your warranty or cause emissions issues.

In NJ, you can use whatever you want. I have OBX headers and an Injen CAI ..... Wayne btw. I've gone through the free inspection multiple times with this setup with no problems .... also, the Moss-Magnusen act has you covered on the dealer warrantee issue.

If you can install all but the headers yourself, I'd go with a Bomz SRI (like 00accord) replace the filter, OBX header and EVO2, SP2 or WS2 cat-back. You should be able to pull it off for $1k or maybe $1200.

NOTE: I'd rather have the stock exhaust manifold than a header on an i4. It's faster for a daily driver and will save you some money, dropping the cost to your budget.

welcome, AEM intakes are 50 state legal, now-a-days every one and there mom have intake, exhaust, headers, and so emissions thing is no problem. For your car do some research and see what do YOU want, there are many thing for example, Short ram intake consistantly making noise, Cold air intake noise kicks in at higher rpm and cold air doesnt eat as much gas as short ram, but then doesnt sound as good to.
