Default 98 6 cyl auto shifter wire identification

I was stuck, stalled,,on a busy road going down hill. I put the car in park to start it and it would not turn over, couldn't get it out of park to push out of the way. I had a police officer force it out of park to get the car to move. Now,it doesn't come out of park without pushing the 'release' button by the shifter with a key. There is a black tape wrapped set of red wires that looks like the female end clip has been broken. This looks like it was freshly done when forced out of park. I can't find the spot where it plugs into it's male counterpart. I'm hoping this wire is why it won't turn over.Does anyone know where this wire goes?
