Go turbo my friend. I'm not gonna say that its cheaper because different people have different resources but you will probably get the most bang for the buck with turbo. H22 will give you about 200 ponies while turbo can SAFELY deliver around 225 on your stock internals. There are some turbo experts in here who can probably tell you more.
I've also heard that you can compile your own turbo kit for around $1500. Again, a question for the experts.

if youre dead set on building the engine, you can do a head stock, bore out your cylinders and increase the compression for cheaper then an engine swap, BUT you wont be able to turbo your car unless you did sleeving along with increasing the bore.

Otherwise like its been said a million times one this and every other forum and like slusher said turbo
