It is a certification in the automotive field. They have different ones such as auto body, diesel, general automotive, and the best being master technician.
You have to pass a written test and have a certain amount of experience working in the automotive field. Then you have to get retested every 5 years(i think). I'm sure you could google and find their website and it would tell you all the details.

And after you take the test you'll be carrying a baseball bat around looking for 'Tech A' and 'Tech B', hoping to catch them in a dark alley.
