Handheld 2-way radio range in real world

Default Handheld 2-way radio range in real world

We got our weekly Canadian Tire flyer in our newspaper today and on page 6 there's a Cobra hand-held two-way radio set that supposedly has a 35 km (almost 22 mile) range. Do these things actually have that kind of range? What would be a realistic range in a flat, residential area of a city?

I thought you needed a license to use a two-way radio with that range. Am I wrong?
