There are different sizes, but yes the turbine itself can be that small. But installed in boat the many electronics and other components are mounted with the engine, in a plane this stuff is in the fuselage. But the turbine alone can't do anything. Turbines are extremely extremely complicated and very hard and dangerous to start.
