Default should i get a 95-01 integra or a 96-00 civic?

i would like to get the gs/special edition for the integra or the ex for the civic
trying to decide on the cars for now
so far, here are the specs
-01 integra gs
140 hp, 124 torque, 2639 lbs, gas milage-25/31
-95 integra gs
142 hp, 127 torque, 2529 lbs, gas milage-25/31
-00 civic ex
127 hp, 107 torque, 2513 lbs, 30/35
-96 civic ex
127 hp, 107 torque, 2262 lbs, 30/36
my budget is 7000 bucks

If it's power and torque you are after, I'd go with the Integra.

If you have $7k cash on hand, I would buy an older Integra and put a B18C in it. But if you are looking at taking out a loan for $7k to buy a car, then either car is a good option. They both have their pros and cons, and there is a huge aftermarket for both the Civic and the Integra.

why not a 94-97 accord ex? 145HP 147 torque and you'd be around $4000.00

You know, I dont much care for the front end on the mid to late 90s Integra. I dont like the headlight design, but if you swap it out with J-spec headlights, it looks pretty nice.

Sir Nasty has a good idea with the Accord, though. Why not find a 96 or 97 EX with low mileage? You can easily find one that fits into your $7k price range.
