Default Lowering Problems

I recently bought a '97 Honda Accord from a used car lot, and the person who owned it before me has lowered it, at least 4". This thing is practically slammed. Which is gnarley, but has it's down side. The problem that I face is the guy took off the rims and put stock tires and wheels back on before he sold it to the used car lot. He used a lowering kit with springs (not coil overs), and everytime I hit a bump, the tires hit the car. So, I recently bought 1.8" lowering springs, which in reality, will actually lift the car back up 1.8" from stock. The strut bars aren't blown or anything, so what I'm askin' is, will the springs fix the problem? If not, what are any alternative methods? I don't want to go with a low profile tire, because it will lower the car even more, and I don't need that. Hit me up with suggestions, please. Thanks.

with the new 1.8 inch drop u should be ok,but with only minor frame scraping up front ,it shouldnt be any wheel rubbing with wheel combos as wide as 215 or profile as low as35
