Default Upper Control Arm?

I recently put on my summer rims and noticed a squeaking noise when i turn the wheel and every time i hit a bump. Upon further investigation i realized my control arm was rubbing against the inside of the fender. Which it should'nt. So i check the passenger side and i noticed that my driver side UCA is roughly 1\2 inch higher than the pass. Is the UCA shot? Or could that be a result of another problem? Any advice would be appreciated.

Sagging spring? The spring controls how high/low the suspension sits, while the UCA just follows along. It could even be a rear spring that's sagging or broken?
