There is usually one of two things that cause the center pocket to not close. One is the spring on the side of it is tweaked and the other is that the whole thing is tweaked. There is 2 tsb's for the '03 accord that can be applied to later models and usually works. The most likely thing to fix it is removal of the center pocket and enlarging the mounting holes where it attaches to the dash. the steps for removal are
1 remove bezel around shifter (it just snaps down with clips bur they are very tight be very careful)
2 remove the "not an ashtray" and 2 screws under it
3 remove 2 screws for center pocket and it will usually not come out of dash unless it is closed.
You should prolly be able to find the 03 accord tsbs for more detailed instructions.

I was mistaken about what year the tsb's were for. The tsb for '03 cars is #02-067 and it may or may not address your problem. The other tsb 07-040 applied to '05-'07 accords and it is the likely fix. Like my first post said you just need to enlarge the mounting hole on the center pocket. The pockets get tweaked during installation and the only fix is to oval the mounting hole. You want to enlarge the hole horizontally into a ovalish shape.
