RE: headlight
I know your going to hate hearing this, just as I did.
I would sell them. They are junk and the light output is pretty bad. I bought them, they looked awesome but the light output was bad. I even instaled Silvania Silverstars $50 and then about 3 months later one of the bulbs burned out so I am done with them. It is up to you though. I think I might put HID's in my stock housings.
As far as the black thing goes, you can bake them to loosen up the glue then paint them. I did that to my tail lights. And if you have them apart already, I would highly recommend changing the LED's for the halo rings. They burn out asap. Mine didnt though most likely b/c I had them to 5v instead of the 12v recommended. I have a radio shack volt changer and the diff. in brightness between 12 and 5v was barely noticeable and I am pretty sure they dont use good resistors (if any) for the leds, hence why they burn out so quickly. Most leds are for 3.2ish volts.

Well thats good! Maybe you got a good pair. My light output was pretty sucky...grrrr.
As far as HID's its up to you. They dont recommend putting HIDs in ebay projectors b/c it can melt the housing, but they should be ok in the 2nd ones you listed. Up to you!

RE: headlight
I would suggest doing a Acura TSX or S2000 projector retrofit..
If you want to paint your headlights black , put it in an oven on 220 degress for 6 minutes until the sealant starts to melt off and pull off carefully.
