Plastic bumper
We recently bought a '99 Accord Ex. It's in pretty good shape but the bumpers, especially the back one, look like crap. The paint is cracked and chipped off and the PO put spray can over it, but it still looks very bad. Besides taking it to a body shop, which is out of the question, what can I do about it that will look decent, and not break the bank.

Take off the cover, sand smooth w/ mulitple sandings finishing w/ about 1500-2000 grit, clean thorougly w/ laquer thinner, and spray paint w/ matching color. Inexpensive spary paint cans are available and you should be able to find a good match. An orbital sander (harbor freight) will reduce the sanding work.
Lot's of work and awkward to manage the cover w/o scratching and damaging. You need a soft cloth to on the ground to support cover during replacement.
Get a shop manual to understand where the fasteners are and how to remove/install.
Altenatively, you can be less discerning and live w/ a rough looking bumper. That's my solution every time. Bumpers take a lot of abuse.
