Got some dust marks on my black accord, and doesn't it seem to go away even after a good car wash.

Any product that would help me to get these marks off ?

Real fine polishing compound? Or a "cleaner"-wax product?
I've got some stuff that's pink & really fine - it's called something like final-finish swirl-mark remover.

 

Try using a clay bar on it.

Could it be spray paint or something similar on your paint?

A rag with some vinegar (a weak acid) and water might wipe off the "dust".

The stuff is called "System One". I used it to bring back our Accord's paint to a beautiful shine. On your car, you can at first try out a small amount on a soaking wet cloth and give a small area of the the car a light buff. I think you'll see remarkable results.
