is there a govenor on a 2002 accord 2.3L?

yes 118mph. it's in the engine management software and the only way to remove it is to reprogram the ecu.

there's blinker fluid? i was wondering why my blinkers started to sound a lot better after getting some major maintenance done with bg power flush steering system and steering flush in general at honda a few months back.

yeah, it's burnt into the chip. You'd have to reflash it or chip it.
