Is there a rev governor in the 94 accord dx MT engine? it wont got past 5000 rmps it starts to make the over reving sound in every gear and when i have it in neutral

The rev-limiter should be at redline.

Not sure, but I think some models have a lower rev-limiter when you're not actually driving. Say the transmission is in neutral, or the clutch is disengaged, or the VSS isn't showing any road-speed.

Have you kept up with your routine maitainence? Like new air and fuel filters, they may be clogged with crap and causing your car to struggle
