h22 swap, possible to make it legal in NJ???

i just recently got into accords, i have a 1996 myself, i just got an h22 engine, and i am in the process of swapping it into my car. i hear that it isnt possible to make it street legal in New Jersey if i put it in, i.e: it wont pass emissions and what not. my question is, once i swap it in, is there measures i can take to get it through inspection legally, or am i going to have to take the other route and try to get a sticker elsewhere??? help me out, advice and directions are both welcome, thanks.
if its a american H22 then it can pass a **** test... just keep stuff stock till u get a sticker... and if ya get to be good freinds with a inspector... then he can just certify you strait up... nothing u can do though will make it legal...
