I'd actually sleeve and add the guard, but the sleeves may not be necessary. The block guard definately helps the engine deal with the pressure and keeps the sleeves in place. With just the guard and the headwork mentioned, he should be able to push 75 HP and with timing retard, up to 125 HP safely in less than 8 second shots. The nitrous in large quantities heats up like a cutting torch, so forged pistons are needed to sustain large shots and above a 50 shot, I always recommend that a wet system is used.
