the belt that was around the shaft was not torn but in bad shape. from the looks of it, the oil was not changed regularly on this engine. not sure what kind of factor that would be on the balance shaft.
i am leaning toward the RUN on this car. i shouldnt have trouble getting back what i paid for it.
