Rocker very tight against valve?

Default Rocker very tight against valve?

I'm having a weird issue with my F23A1 cylinder head, I had disassembled everything to replace a valve and upon re-assembly, I was doing the valve lash adjustments when I noticed that 4 of my intake rockers that sit on the valves are extremely tight against the valve? I had marked timing on the belt and gear so I know TDC is correct on the cam, was wondering if any of you guys had any idea what is causing the tightness? It's just those 4 rockers on the intake side that I circled in red, the other rockers are all fine and I was able to set the valve lash with no issues.

When you set the valve lash was the engine really cold?
