there is NOT supposed to be a bolt on the t-belt tensioner , it is supposed to free swing so it can adjust the belt thats why the spring is there , if you put a bolt there tensioner wont be able pivot to properly adjust the timing belt, ,, if they installed the 10mm bolt there remove that bolt ,,,the only thing holding the tensioner is the 14mm t-belt adjust nut that sticks out of the timing belt cover ..
what other bolt is upside down ??

Went by and visited with Peter, everything is okay. I think I mistranslated? his message. He is/was aware of the free motion of the tensioner. Took my Haynes manual up there and we looked at it . He had a Honda factory manual that he uses for reference. There is a "retainer" to keep the belt on...showed me in his book. Was in a TSB in the past. Next I will do the brakes, plugs, & wires.
