Default 03 accord dual zone ac problem

I have an 03 Honda Accord a/c blows cold on the passenger side but not on drivers side unless sitting still, blows cold on passenger side whether still or moving. Took it to local mechanic and they changed the compressor for some reason and charged the system, did not change the problem just put a big dent in my pocket....seems there maybe an air diversion problem maybe but both sides will blow hot air if heater is turned on....and the only working while sitting not moving is confusing....any help would be appreciated.

Do both fans in front of the radiator turn on when the car is running and the a/c is turned on?

If you turn on the heat in the car, can you change the temperature for the driver's side?

Both fans come on and I can adjust the drivers side to heat and control temp while passenger is still blowing cold......

Have you tried this? I don't know if it works or not.
