What's loose? Are you sure it's not normal?

Remove the steering wheel without hammering on it. (That's probably a warning so you don't set off the airbag inadvertently)

Have to remove lower dashboard and lower steering-column cover to find wiring plugs. Then there's a strange clip that you unfasten with a tool like a pick that's bent 90-degrees. A new clockspring will be centered. Otherwise turn it all the way counterclocksise then back 1-1/2 turns until the arrow points upwards.

Replace steering wheel then plug stuff back in. Reinstall trim panels.

To add to the above; the reel only turns 3 full turns, so with the steering wheels centered, the reel turns 1-1/2 turns in each direction.
The replacement reel comes with tape holding it in the centered position, so if you center the steering it should mount in correctly.

I have the same issue and I was thinking about doing the repair myself. I found this 3rd party clockspring for $40 shipped or so. I was curious if there's a step by step guide or something. I've never removed the steering wheel from a car before and I can't seem to find the service manual for my 2000 Honda Accord EX. I have the 96 service manual but is that the same? Any help would be greatly appreciated

Part I'm using

"Sounds" like a clock spring issue but testing would confirm.

If you are going to do this yourself and might do other repairs (?), I would suggest a good service manual - you can buy one for ~$27 online from "www (dot) automanualsource (dot) com".
