So, strange problem. When the car is stationary, it idles around 1k, but when it's rolling, it idles at 3k+.
Problem still happens when I start rolling on a hill without using the engine. Continues to idle high then stops 10 seconds after coming to a complete stop.
Seems as though it has something to do with the cruise control...

5 speed manual, PGMFI 2.2, SOHC.

 

Also, just recently replaced the fuel filter.
Removed the air pipe from the air box to the throttle body, the vacuum hoses around the throttle body (all were replaced correctly... that was the first thing I looked at), disconnected the battery, pulled crankcase breather from the side of the air pipe.
Also unbolted the computer box right above the fuel filter that has the control outputs for the EGR valve and the EVAP system purge control.

 

Also, no codes. CEL stays on solid when the diagnostic connector is shorted.

Just to make sure I was reading the codes right, I disconnected the IAC and checked for codes... 1 long, 4 short, code 14. IAC. Reset codes, and nothing.
