I would treat each issue separately.

With the blower, unplug the electrical connector to the blower. Turn the key to the II position, then measure the voltage to one of the wires on the electrical connector (maybe the yel/blk wire). See if there other wire (blu/red) is closed to a good ground (~zero resistance). I am using the wire colors for my 95 which could be different than your 91.

This is basically trying to rule out or confirm the blower motor.

For the gauge cluster, you will likely have to remove the cluster to see if the wire that supplies power is getting voltage. I am not sure which wire or color is the one you need to test.

Checked power to blower. All good. Took out blower and connected jumper cables. Horrible noise. Went to upull and 19 dollars later and 20 minute drive back and I'm feelin the cool air

Now to Gauges
So I'm gonna take the cluster and check voltages and hope there's just a loose cable

Took out dash and it gets power ok. However I have a short on one of my fuses which connects to all my dash. Anyways is there a easyish way to find the short since the cables run under my entire hood.

When you say you have a short, is one of the fuses blown?

Yeah it blows after about 10 seconds. So I got a circuit breaker so I don't buy thousands of fuses. When Accessory is turned on the fuse flows. I noticed its only this particular line. Any help is appreciated.

Obviously with my luck it is the one with the most connections.. Ha. It's the Solid yellow wire.

Almost forgot my charge warning light works so that rules out that fuse

I would probably start by unplugging the instrument cluster. Then see if the fuse blows when you turn the key to power things up.

Sorry I didn't mention that but I did and it did blow. So unfortunately it's not as easy as just replacing the dash.(damn)
