1991 honda accord no start
My 91 accord was stolen about a month or two ago and was found with a couple things missing such as distributor, spark plug wires, battery, and catalic converter. And inside the car they pulled out the radio and whatever they could of the console. So there are a few connections left unplugged. But under the steering wheel all the connections seems to be there except one and im not sure what should go there.I put all these parts back on (except the catalic converter) and put the key in the ignition and turn it to on and no lights or noises come on and I turn it all the way and nothing happens. But I'm still able to honk my horn. So what could they have taken out to not make it start at all?

A pic and a better description of the "plug" under the steer wheel might help.
In the under hood fuse box there are some of the larger amp fuses that should be checked - these are ~ the 40 plus amp range and have a clear plastic window. Usually these are the ones that have two phillips screws holding them into the fuse box.....#15 thru #19 in this pic.
