I looked through the forum, and I know there was a post sometime ago, but couldn't find it. When I start my '93 Honda, it idles high for a few minutes, (around 2300 RPM), then goes back to surging between 1600 and 2100 RPMs.

Any suggestionon where I start with a diagnosis to this problem?

Use the link in my signature to search "surging idle", it's most likely a dirty FITV or IACV on the intake manifold.
