Is your throttle cable too tight? It should have a little slack in it at the throttle body.
Do you hear the idle change/drop when you unplug the IACV? It could be gummed up and stuck open.
There is a base idle screw at about the 11 'O' clock position as you face the opening of the throttle body, usually covered in grey sealer.
I think there is some other problem though; maybe the FITV is hanging open or some other type of vacum leak.

Thanks for the quick reply!
I did all the fixes i was able to find on this site and others (screwed in my FITV, removed and cleaned the IACV, verified the MAP and TPS sensors were working correctly) and also there is slack in the cable.
The real problem is that i have the up and down idle problem and this is the last fix i can think of.
Thanks for the location of the screw.. Is this the needle valve that controls how much aiir is going through the IACV port of the throttle body?

That idle screw changes the amount ofair bypassing the throttle plate; If your problem is surging idle, check the coolant, be sure to burp the block thru the 12mm bleed screw at the T-stat housing.
Check for air bypassing the FITV by opening the top and listen for air bypassing when the engine is warm. It could well be a bad FITV.
