If your cruise control worked the whole time, then the VSS was always working properly. Is your cruise control working properly?
The speedometer stuck at 19 mph is the same problem I had on my 95 accord.
You may have to check your installation of the board on the back of the speedometer. Also inspect where the speedometer makes connections to the main cluster board.

If trip odometer is working the VSS is working. If not, you may have a wiring fault interrupting the VSS signal. You will need to trace wiring integrity (closed or open circuit) from VSS to gauge panel.
good luck
