It can definitely be done, but the amount of work may not be worth the effort.
What year/trim accord is the donor engine?
You'll need to verify the F22 tans can mount to the F23 block. The hardest part is probably the difference (If any) on how the engine mounts to the chassis. If not identical, then you have some major modifications to be done. The next hardest part is the wiring harness, where you are probably better off with the F23 wiring harness and PCM, because the 95 is obd1 and F23a is obd2. I'm not sure how the F23 will run a F22 automatic. Unless you can find a how to DIY, then this may not be worth it.
Swapping with the identical F22B2 or maybe the F22B1 (vtec) engine would be much simpler.
